NY Education Law § 264 Whoever intentionally injures, defaces or destroys any property belonging to or deposited in any incorporated library shall be punished by imprisonment in a state prison for not more than three years, or in a county jail for not more than one year, or by a fine of not more than $500, or both. Who is Kevin Lockhart?

Kevin Lockhart is a Webster-area resident who has been an active presence in local community Facebook groups, including the "Webster NY Neighborhood Community" group. In May 2026, he announced publicly in that group that he has gathered nearly 1,000 of the 1,084 signatures required to qualify as an independent candidate for Webster Town Supervisor on the November 3, 2026 general election ballot. He also operates a public Facebook page called "Awakened Enlightened," where he describes himself as "Abolitionist, Student, and Historical figure" and shares video content documenting local events.

    On May 22, 2026, Kevin Lockhart posted in the "Webster NY Neighborhood Community" Facebook group that he had filed a formal book challenge at the Webster Public Library against the graphic novel Flamer, spoken with the library director, removed the book from the shelf, and taken it home with him. He stated that the library director, Adam Traub, agreed with part of his position. He also wrote: "We pay $47,000/month to fund the library for this trash?"

    Later that same evening, Lockhart posted again in the same group to report what he had done before returning the book. In his own words:

    "Tonight I went through with my Sharpie and covered all of the X-rated graphics and dialogue contained within this disgusting book prior to returning the book to the library. The trauma that the content can cause to children far outweighs any potential hypothetical upside. Whichever librarian purchased this book and allowed minors to access it should be subject to an ethics investigation."

    He attached photographs of defaced pages. In a follow-up comment, Lockhart wrote: "I did not post the worst photos as they may still violate Facebook's guidelines even with the censorship added."

    Flamer is a published graphic novel by Mike Curato. Webster Public Library books are the property of the library, not the patrons who borrow them.

    According to an observer report filed by the League of Women Voters of Rochester Metro Area (LWV-RMA), Kevin Lockhart was the sole member of the public to speak at a Monroe County Legislature Capital Improvement Budget hearing in July 2024. His remarks did not address the budget under consideration. Instead, he directed angry remarks about alleged corruption at the proceedings. Law enforcement was called, and he was escorted from the hearing room.
